This is to suit the new rev9 RPi3s. If you have an older Pi3 or Pi3B+ and can use 3.X.1 you may be better off doing so.

Im still using Arpicade Pi3 with 3.X, and since the new 3.X.1 update there is no update note, I am wondering if this new update is there any different from the 3.X?

Sorry for the slow reply.
There are some differences to 3.X but you're better off keeping 3.X if it works on your Pi. This release was a quicky just to get the new version of RPi3 (just a hardware revision) work as it wouldn't boot on 3.X.
