@Hashman Hard to say. Which HDMI micro did you plug into? You will want to use the first one (closest to the Pi power input).
Did you do anything at all after imaging the SD card? Are you using Paragon? If so don't use Paragon 5 as it breaks things, 7 is reported to work though.
Do you happen to remember how old your RaspberryJAMMA board is? If it's an early one with a 1A fuse that could be the issue too (as far as I know the Pi5 wont boot on a 1A fuse, it basically uses 1A most of the time), RJ boards had 2A or 2.5A fuses for the past 6 or 7 years.
I'll probably upload a new image of ARpiCADE_5 soon with all the little bits mentioned in this thread done already. Have to renew my MEGA storage for the year first though...

Yep. Using the closest micro hdmi. I was using Paragon 6 but upgraded it to 7. I have three Arpicades but pretty sure I got them all as soon as you released them so it could be a 1A fuse? Just powered the pi5 with an external usb c charger and its working. Thatll teeach me for being an early adopter

That should work but you don't want the Pi power supply and JAMMA power supply to interact so either cut the fuse off the RJ board entirely or disconnect the JAMMA 5v (or if you don't use the mono JAMMA sound you could disconnect the JAMMA power supply entirely, you only need 12v for JAMMA audio).
One thing to be aware of is it's not ideal to run your JAMMA power supply without any load on the 5v. You are probably best off using one or the other, not both power supplies. If you just want to just test with the Pi power supply you could run without the JAMMA power supply entirely and forgo audio (if you use JAMMA mono).
If you need to you can always send me the board to upgrade. If you can solder it's an easy change to a larger rated fuse.
EDIT after your post. It could be worth trying one of your other RJ boards, if you didn't buy them all at once... I can't remember but I think you may have bought two separate times... The 1A (wont work) and 2A (should work) fuses look the same (beige) but the 2.5A fuse is green - worth checking the boards you have.

Thank you sir. Both are beige. I can solder. Do you have a link to the 2.5 amp fuse i could replace it with?

is what I've been using for a few years now. No local stock anymore though (E14 seems to be going that way), any equivalent should be fine if you have a Jaycar or Altronics or something near you.

Just tried another board and its working. I think i may have blown up the 1amp one. It no longer powers even with the pi3. Would i have blown the fuse using external power supply?

Not sure, I don't think so but who knows. Maybe it blew when you tried it the first time, Pi5 would most likely blow a 1A fuse if it tried to start up.
EDIT: I guess it's a good thing you were planning to upgrade the fuse...
EDIT again: it'l be worth it in the end... GroovyMAME 0.274 on Pi5 runs as good as AdvMAME on Pi3 (actually better, plus has more up to date emulation and better input handling), it really is quite the upgrade.

Since ive got you. Is there anyway to access naomi service menus? I have service menu option turned to on within core but neither my test button in the cab or any keyboard command is bringing up the menu.
Ive order the 2.5 amp fuses and hopfully that will fix the other board.

It's a bit weird but I think you press start as the Naomi logo shows up to access the service menu. EDIT: it doesn't work on all games, just some, no idea why.
