Is that message on the RPi or your desktop PC? If that's on the RPi what happens on your PC? Can you read config.txt in Notepad++?
.config.txt.swp isn't something that normally exists. I assume it's been created as a sort of temp file and would have been written to SD under normal shutdown. Hard to say for sure what happened yet.

Notepad++ is a free text editor for Windows that I highly recommend. Using Windows built in text editor will often cause issues with Linux files as they like to change things they shouldn't.
For a basic guide have you had a look at the instructions on the SD card card? There should be a folder called USER_GUIDE with a FAQ / quick guide in it. It's not always up to date and doesn't cover every possibility but it's a great place to start if you don't know anything about it yet.
Did this all happen trying to follow my instructions in the other thread? Sorry if I indirectly caused your headache... How were you editing config.txt? Did you save the file when done? Did you close the text editor after that? Did you safely eject/unmount/remove in software the SD card before removing it from the PC? (if you don't already always safely eject/unmount/whatever before taking out the card you really should)
You mentioned unplugging the Pi. In normal use ARpiCADE should survive being powered down like that, if you edited a file then did that it could be the issue. SD cards can be caught with the data not properly written to the card due to the way they work.
There should be backed up copies of config.txt in the folder 'config-updater' that are used by the service menu script. Copy the one called 'config.txt.480i', it's the default ARpiCADE config.txt. The 240p one shoudl also be fine if you prefer not to have interlaced menus.
If you let me know which version of ARpiCADE you have (it should have an identifyer file in USER_GUIDE folder - although come to think of it I didn't update it for 3.X...) and I can send you a suitable config.txt if you need it.
Most info you find on Google for config.txt may not be suitable for low res use. We're in a very niche use case here.
