Flipping Screen/ Vertical. HELP PLEASE

Hi,
I have read and read everything i can find on this problem i am having with my vertically mounted monitor displaying the screen upside down but with no luck.
I have edited the config txt numerous times with no luck,done what others have said and no luck.
I am editing it from my windows laptop,so i assume i can do it here .
Can someone that has successfully done this ,Please give me the instructions on what i am supposed to edit,or my only other option is removing the monitor and turning it around.
I dont seem to be able to add pics ,so here is what i think you edit ?

# display_rotate=2

# to set vertically mounted monitor create an empty text file in /boot called vert.txt

Just uncomment the display_rotate line to flip the screen. ie. change this line:

# display_rotate=2

into this line:

display_rotate=2

Make sure you save the file and safely eject/unmount the SD card and you should be good.

Thanks mate,after finally trying everything else I came across this and did-it and it worked earlier this morning.
Now for another issue I will post up in a new thread and hopefully you can help me.
