I inherited an Arcade cabinet that a friend was working on. It had a Big CRT and a Games board that he rip out and replaced it with a LCD and the ArpiCade 4 player interface with a RPi3b+. I have gotten the system to boot with the 3.8 image. The video looks great, but the controls are not configured correctly. I don’t seem to have enough smarts to see where the config or control setting are to re-map the joy-sticks and buttons. Can someone help me with a document or point me on the right direction.

I'd recommend grabbing ARpiCADE_3.X.1 and starting from there. 3.8 is super old and whatever is going wrong for you may have already been fixed in a newer version.
Once you have the software setup for high res and the four player adaptor and changes to config would be done through the individual emulators, typically through the MAME menus (accessable through 'tab' or 'joystick right+start').
