Really very basic, but is robust and pretty old school. Looks lovely on 15KHZ screen.

Is this an attract-mode theme that can be installed on arpicade or is it a completely separate system?

rgui is built into Retroarch. It's the menu system for quite a few emulators included in ARpiCADE but it is not a game selection menu (or if it is commonly used as one I haven't encountered it.).

There could well be a similar looking theme for Attract-Mode though, otherwise Attract is certainly capable of doing similar but you would need to make the theme.
