In MAME frameskip is usually toggled with F9, should work in most MAME versions on ARpiCADE.
You could also make some changes to the launcher for whatever MAME you have Salamander 2 in, assuming you're comfortable with scripts.
Keep in mind even in current MAME Salamander 2 is not propperly emulated and will have GFX and sound issues. At least according to the warning MAME throws up starting the game.
EDIT: sorry I read Salamender 2 for some reason, I see now you were talking about the first game... my bad - most of the advice still is the same...
