No, all that is just the Attract-mode menu options.
If you're on an older build the Attract-Mode exit command may be 'esc', it was changed at some point to stop it happening accidentally due to the hotkey system.

Hmm weird. F4 does nothing. And it is a brand new image / ArPiCade shipped from Joe last month.
I am doing ok deleting games, press “e” while the game is up in the menu, then select “delete game”.
By the time I’m done I’ll have just the best fighting games left and a few others. Maybe 200 games total.
